Winter is coming, but may not be stark

Temperatures across most of the country are likely to be normal to slightly above normal during the season, the India Meteorological Department forecast said, citing the strong likelihood of a weak El Nino forming in the Pacific Ocean in these months that could play a role in raising temperatures.
